On May 16, 2025, at the World Digital Education Conference, the “Initiative on Establishing a Framework for an International Digital Education Standards System” was released. The initiative calls for the establishment of an “open, inclusive, and sustainable” international digital education standards system framework (International Digital Education Standards System Framework 2025) to build global consensus and advance the digital transformation of education to a higher level.

Digital technologies are profoundly reshaping the global education ecosystem, presenting new opportunities for educational equity and quality improvement. However, issues such as the digital divide, unequal distribution of resources, and inconsistent standards continue to pose significant obstacles to the development of digital education and to international exchange and cooperation. The standard framework established by this initiative covers key areas of digital education, including educational content and resources, platforms and tools, educational data, security, and ethics. It sets forth the principles for constructing a digital education standards system, provides an overall framework for the system along with detailed descriptions of its components, and offers guidelines for the localized application of these standards.

In its initiative, the World Digital Education Alliance emphasizes that establishing an international framework for digital education standards is a long-term and complex endeavor that requires the joint participation and unwavering efforts of the education sector, industry, government, and all sectors of society. The Alliance hopes to work hand in hand with all stakeholders, under its unified coordination and guidance, to provide more inclusive, efficient, and high-quality educational opportunities for every individual who aspires to learn and grow, so that digital education may benefit the world and serve the greater good of all humanity.
